Former aged care chief executive officer Dr Stephen Judd has been appointed deputy chair, aged care pricing on the board of the pricing authority.

The Independent Health and Aged Care Pricing Authority’s board provides independent and transparent advice in relation to funding for public hospitals and government-funded aged care service providers.

A leading figure in the sector, Dr Judd was CEO of HammondCare for 25 years before stepping down in 2020.

During his tenure as CEO, Dr Judd pioneered cottage-style residential aged care in Australia for people living with dementia. He also led the sector in person-centred, non-restrictive care for people with dementia with behavioural issues.

When Dr Judd stepped down as HammondCare CEO – a role now filled by former New South Wales premier Mike Baird – the operator had expanded its footprint, delivering care and services to 25,000 clients with a revenue of more than $400 million.

Dr Judd has been a director at Aged Care Services NSW & ACT – the peak body later known as Aged and Community Services Australia – and director of the Community Council for Australia.

He was also a member of the Advisory Council of the Australian Aged Care Quality Agency.

The pricing authority consists of a chair, a deputy chair (hospital pricing), deputy chair (aged care pricing) and up to six other members who have substantial expertise and knowledge in the provision of healthcare as well as significant standing in the industry.

Members of the pricing authority are appointed by the Commonwealth with the agreement of states and territories.
