After seeking feedback in May, the Productivity Commission has released the Delivering Quality Care More Efficiently Interim report.

The report is part of the government’s attempt to improve productivity in Australia, and the Productivity Commission will conduct five inquiries with the intention of identifying and reporting on priority reforms that:

PC’s interim report on delivering quality care more efficiently (pc.gov.au)
  • create a more dynamic and resilient economy
  • build a skilled and adaptable workforce
  • harness data and digital technology
  • deliver quality care more efficiently
  • invest in cheaper, cleaner energy and the net zero transformation.

The eight-page executive summary of the interim report outlines three draft recommendations for improving efficiency and outcomes for care users in the care economy:

  • the government should pursue greater alignment in quality and safety regulation, initially focusing on the aged care, National Disability Insurance Scheme and veterans’ care sectors
  • governments should embed collaborative commissioning, with an initial focus on reducing fragmentation in health care to foster innovation, improve care outcomes and generate savings
  • establish a National Prevention Investment Framework to support investment in prevention, improving outcomes and slowing the escalating growth in government care expenditure.

Suggestions for how these draft recommendations should be implemented can be read in the executive summary here.

Aged care providers and other stakeholders are also encouraged to contribute to the final report by examining it and commenting via written submission – preferably in electronic format – to the Productivity Commission by 15 September.

The commission is holding a webinar on the interim report at 1:30pm AEST on Friday 15 August 2025.
